Setting: Orange Islands on a large, relatively unknown island. The last island before Sedora
The city itself is named Laletria

Twenty-five years ago, a woman from Sedora arrived on a pretty much undiscovered island in the Orange Islands. A horrible storm had knocked her off course while she was heading to the mainland of Kanto. She was the only survivor from the crash.
She started to look around the island, noticing that many of the Pokemon were curious about her, never having seen a human before. There, she started to build a boat so she could escape the island. But she found that she liked it there and other people likely would too.
After she built a boat that would allow her to go to the Islands, she sailed there and told people of what she had found. None believed her, however, except for an old man.
The man told of an island that appeared and disappeared. Only those of a pure heart would be able to arrive on it. It'd never been exploited and any that wished to do so would never find it again. The woman wasn't discouraged by this, however.
She tried to find the island again, but after months of searching, she conceded that the old man was right. However, one morning after she woke up, the island was before her and she started to explore again. She'd only stayed in one small area while building her boat, somewhat scared of what she might find.
But what she found was amazing. Ruins from the days of the Pantheon were around the island. They weren't as in good of shape as the ones in Sedora, but they were still in magnificent shape.
She fell asleep in the temple that was still on the island and communed with Mother who gave her permission to build a city on it as long as she recognized the holiness of the land. The woman agreed. Soon, the city was thriving and successful, far quicker than she thought it would be.
Many young trainers come from both the Orange Islands and Sedora to the city to get a taste of how the main regions were, but also a small sample of Sedora. Handling is very popular on the island and one can opt for Sedoran-inspired Contests or normal Contests.
